To get on The Division 2 PTS, you need to own the game on PC. You'll find it in the Ubisoft Connect launcher under 'Games' where you can download the PTS client when it's available.

I’ve gotten on the Division 2 PTS by simply downloading it from the Ubisoft Connect client. Just look for the Public Test Server entry under 'Games' and hit download!
