Hold '5' on your keyboard or the touchpad on your controller, then you'll pop out of your Warframe and walk around as your Operator. It's like magic!
Complete the War Within quest. Then you can switch to your Operator by pressing '5' on PC.

You need to reach The War Within quest and complete it. Once that's done, you can hop out of your Warframe by pressing '5' or the appropriate controller input.
