Easy peasy! Use a solar panel for power and make sure your room has a hatch. Boom, O2.
You'll need to build a Multipurpose Room and then install a Hatch and a Solar Panel or other power source to get that sweet O2 flowing.
Make sure to power your base! Solar panels, bioreactors, or even thermal plants will do the trick. That should get the oxygen running.
