Getting a Papyrus Scarab in Terraria is a two-step process. First, you gotta catch yourself a Pygmy Staff from Plantera, a boss in the Jungle after you've beaten the three mechanical bosses. Then, head over to the Witch Doctor at night while you’re in the Jungle biome to buy the Hercules Beetle. Finally, combine the Hercules Beetle with a Necromantic Scroll (which you can loot from Mourning Wood during the Pumpkin Moon event) at the Tinkerer's Workshop, and voila, you've got yourself a Papyrus Scarab!

Just buy it lol. Jokes aside, you can’t directly buy the Papyrus Scarab. Craft it by combining Hercules Beetle and Necromantic Scroll. Make sure you've got the Pygmy Staff first or the Witch Doctor won't sell you the beetle.
