I got past the waterfall by following the path and avoiding Undyne's attacks. Once I crossed the bridge, I was home free!

To get past the Waterfall in Undertale, proceed through the area until you encounter Undyne. Dodge her attacks, and once you reach the bridge, continue running to escape her.
