Patty joins your crew during the story events at Dahngrest, but make sure to do side quests to really enjoy her character.
To get Patty in Tales of Vesperia Definitive Edition, just progress through the story until you reach Dahngrest. She'll join your party after you clear the events in the Torim Harbor Tavern.
