Just build rooms and they will come. Make sure there's a light, a chair, a table, and proper walls. Each NPC has a liking though, so check what each one needs to show up.

In Terraria, to get NPCs (non-player characters) to move into your world, you gotta build suitable housing for them. Each NPC requires their own room, which needs to be at least 60 tiles in size but not more than 750 tiles. The room needs to have walls, a door, a chair, a table, and a light source. Also, most NPCs have specific requirements to show up - like defeating certain bosses or having a specific item in your inventory. So, keep building and fulfilling those conditions, and you'll have a bustling community in no time!

Honestly, just spam houses early game. As long as you meet the basic requirements for a house, NPCs will start moving in as you progress. Later on, you can make things fancier for them.

Eh, don't stress too much about NPCs. As long as you have something resembling a house, they'll move in. Terraria isn't picky about aesthetics.
