Honestly, the Phantasm? Overrated. Just stick with the Tsunami or Pulse Bow until you can get something better.
To snag the Phantasm in Terraria, focus on beating the Moon Lord, the final boss of the game. Once you defeat him, he'll drop Luminite, along with other goodies. Craft Luminite Bars at an Ancient Manipulator, and then combine 18 of those bars with Vortex Fragments to craft your very own Phantasm. It's a powerful bow that's super worth the effort!
