To get the Zen Garden in Plants vs Zombies, simply play through the Adventure Mode. Usually, the Zen Garden becomes available after you've completed level 5-4. You'll find that zombies occasionally drop plants for your garden as you play further levels, or you can buy them from Crazy Dave's shop. Keep playing, and before you know it, you'll be the proud owner of a Zen Garden full of your own plants to care for!

Honestly, patience is key for the Zen Garden in PvZ. It felt like forever to unlock mine, but after beating level 5-4, it really picked up. Regular play and checking in with Crazy Dave's shop for new plant offers made my garden pretty awesome. Just stick with it, and you'll get there!
