Just defeat the Polar Enemies in the Arctic Biome. But remember, it's a rare drop, so keep at it!
I've found the best way is to grind in the Ice Cavern and defeat the Polar Boss there. Good luck and happy hunting!
Got my Polar items from doing quests in the Snowy Village. Sometimes the NPCs give them as rewards!
