Popplio was available during the Pokémon GO’s Ultra Unlock Part 3: Sword and Shield event. If you missed it, you'll need to wait for another event or see if it becomes available through other in-game means like Field Research tasks or special events. Keep an eye on Niantic's announcements!

Keep an eye out for events! Popplio was originally released during a special event, so your best bet is to wait for a similar event in the future.
