Tales of Berseria can be tricky, but I found that talking to all NPCs often gives clues on how to advance. Try that!
You need to find the crank to operate the lift, which is usually hidden in one of the side rooms. Look around carefully!
Just follow the map markers and explore every nook and cranny. You'll eventually find what you need to progress.
