lol just buy the plans from a player vendor if you're not into grinding Daily Ops. Lots of high-level players sell them. Much faster.

Honestly, Daily Ops for the plans is overrated. I stumbled upon mine in a random encounter. So yeah, keep those eyes peeled whenever you're wandering the wasteland.
