Actually, I think the Splattercannon is better than the Problem Solver. You can just buy it from the market in Nuka-Town. No need to sweet-talk anyone.
To get the Problem Solver in Fallout 4, you gotta show some charisma! When you meet Mason in Nuka-World's Pack, you'll get into a conversation where you have to pass a speech check. Choose the options that increase the challenge and demand more from him. If your charisma is high enough, bam, he'll hand over the Problem Solver as a sign of respect.
I got the Problem Solver first try, just charm your way through the convo with Mason. Make sure you've got your Charisma high 'cause it won't work otherwise. Loved using it against the raiders, totally worth the effort.
