You can't use PUBG Mobile skins on the Steam version, sadly. Two different platforms, two different inventories!

The only way to get PUBG skins on Steam is to play PUBG on PC and earn skins directly in the game or buy them from the Steam Market.

I play both PUBG Mobile and PUBG on Steam. Unfortunately, they are separate ecosystems, and skins from the mobile version don鈥檛 transfer to the PC version.
