I've had great luck finding pufferfish while swimming in warm ocean biomes. Be careful, they do puff up if you get too close. Happy fishing!
Pufferfish are elusive! Try using a fishing rod enchanted with Luck of the Sea. It ups your chances significantly.
Just buy them at the in-game market if you're feeling lazy. Sometimes they're available for a reasonable price.
