You can't get him outside the Spooktacle event, but save up those diamonds to speed things up when it's time!
I got my Punkleton by breeding a Bowgart and T-Rox during Spooktacle. Just remember, patience is key since it's a seasonal monster!
Punkleton's not available year-round. Keep an eye on the Spooktacle event around Halloween; that's the only time you can breed him!
