Easy peasy, pumpkin squeezy! To get pumpkins in Terraria outside the Halloween season, you just gotta buy pumpkin seeds from the Dryad during any time of the year and plant them on grass. Make sure it's not Crimson, Corruption, or Hallowed grass, though. Regular plain old grass will do the trick. Water them with love and watch them grow!
