Short answer: open Apex Packs. Long grind? Yes. Worth it? Absolutely.
The only real way to get red shards, or Heirloom Shards, is by grinding. Lots of Apex Packs. And I mean, a LOT. Got mine after what felt like an eternity of playing, but man, was it worth it! So keep at it, and your chance will come.
Honestly, just play the game a lot or get ready to spend some cash. There's no shortcut.
