You can't directly ask for regions. You need to weaken them so they're more likely to hand over territory during negotiations.
I managed to get a region from an ally by sweetening the deal with a non-aggression pact and a defensive alliance! Gotta build that trust first.
The best way to get regions from your allies in Total War: Warhammer 1 is to use diplomacy! Offer a trade, pay them gold, or promise military support in exchange for the territory you want.
