You need the Refinement Segment blueprint. Find it in the Market, and then craft it in your Foundry.
You can get a Relic Station by crafting it in your Orbiter! Just head to the Foundry, look under the 'Equipment' tab, and build the 'Refinement Segment.' Happy hunting, Tenno!
