Usually, the blue selection box shows up if you're using a game controller. Disconnect it and restart the game!

What worked for me: I went into the Settings and turned off 'Camera Mode' set to 'Classic'.

If you're on PC, try pressing Shift + F5; it toggles the selection box on and off.
