Go to the image on Roblox, right-click it, and select 'Copy Image Address'—the numbers at the end are the Image ID!

Open Roblox Studio, insert the image into a Decal, and the Image ID will show in the 'Properties' window—easy peasy!
If it's your own uploaded image, just check the URL in your 'Decals' page in the 'Create' tab.
