If you're looking for rubber, hit up any settlement you've got control over and start scrapping. Tons of everyday junk items like basketballs and rubber mats contain rubber. Trust me, you'll be swimming in it before you know it.

Just buy it from vendors if scavenging isn't your thing. Sometimes it's easier to spend a few caps than to wander the wasteland looking for a tiny kickball.
