Hey Tenno! If you're looking for the Scourge, you can find its blueprint at the Quills in Cetus or by completing specific Bounties on the Plains of Eidolon. Good hunting out there!
From personal experience, I recommend doing Bounties on the Plains of Eidolon since they not only give you the blueprint but also other nifty rewards!
The Scepter isn’t a Warframe, but the Scourge blueprint can be snagged from the Quills – just head over to Cetus!
