I've found my Scyther near gardens and hiking trails. Sometimes even in urban parks. Catching 'em all!

Honestly, just wait for an event that boosts bug-type spawns. Scyther will almost certainly be there.

Best advice? Walk around areas with lots of greenery and be patient. Scyther isn't super rare, but it's not super common either.
