From personal experience, you need to max out your first resurrection and gather those hard-earned Soul Points. Once you're ready, visit the right NPC in the game. It took me a while, but totally worth it!
You get the second resurrection by reaching the required level and Soul Points, then heading to the resurrection altar in-game. It's a grind, but worth it!
