To get to the Second Sea, you need to be at least level 700. Then, talk to the Military Detective at the Prison. He gives you a quest. Complete it by defeating the Ice Admiral on Frozen Village. After that, you’ll receive a key to open a door back at Middle Town. Inside, talk to the experienced captain to sail to the Second Sea!

You have to be level 700 minimum, get a quest from the Military Detective in the prison, finish the mission by defeating the Ice Admiral in the Frozen Village, and then head back to the Middle Town. From there, talk to the captain. Voilà, Second Sea!
