To get Shadow Charizard, you gotta defeat a Team Rocket leader who has a Shadow Charmander. You'll need to purify it after catching the Shadow Charmander.

Beat Team Rocket Grunts and Leaders. Get a Shadow Charmander and evolve it to Shadow Charizard. Simple as that.
