Just go to the ocean and wait. Sharks will show up eventually. No need to complicate things.

I once built a long platform across the ocean surface and just ran back and forth on it. Sharks started spawning below me after a while. I guess they were curious about what was happening up there!

Getting sharks to spawn in Terraria is all about location, location, location! Head to the Ocean biome at either end of your world map. Make sure you're there during the day, as sharks are more likely to spawn at that time. If you're not seeing any sharks, try moving around within the Ocean biome, as they can be picky about where they show up. Also, patience is key! Sometimes it takes a bit for them to start appearing.
