If you're looking for Shields, you should be playing the first Division game. They aren't in The Division 2!
You get Shields in The Division 2 by completing specific in-game challenges called Commendations. You'll mostly find these in the first game though.
I remember grinding for those Shields back in The Division 1. Spent hours on those Commendations! Good luck if you're jumping into the first game.
