Honestly, just fish for Sky Crates during a Windy Day in Terraria. It might sound odd, but these crates can contain the Shiny Red Balloon among other sky loot when you open them on the ground. It's a chill way to get it without the hassle of platforming to Sky Islands.
Got mine from a sky island chest after a bit of island hopping. Took a few tries and some angry Harpy dodging, but totally worth it for that sweet jump boost.
