Ammo? Who needs ammo when you've got stealth and strategy? Just avoid the monsters, lol.
Just craft it lol. Seriously, gather up those resources you find lying around, especially the scrap, and use them at crafting stations. If you've been picking up everything you come across, chances are you've got enough to craft some shotgun shells.
Got lucky and found a ton of shotgun ammo by following the maps closely and cracking open every crate I stumbled upon. Some areas seem to have more supplies, so keep an eye on those industrial zones. Also, teaming up increases your chances big time. More eyes, more chances to score that precious ammo.
