You gotta get a Rocket Radar first! Keep defeating Rocket Grunts at PokeStops and you'll piece together one. Once you have it, Sierra's hiding in one of those Team GO Rocket balloons or at a Rocket Stop. Good luck!

Step 1: Defeat Team Rocket Grunts to collect Mysterious Components. Step 2: Assemble them into a Rocket Radar. Step 3: Use the Radar to locate and battle Sierra. Simple as that!

Just keep beating Rocket Grunts until you get a Rocket Radar. Then you can find Sierra and take her down!
