Honestly, just keep wandering. Finding Smiling Larry is more about luck than anything! Make sure your settlements are poppin' with at least 30 people, then roam the wasteland and hope you run into him. I found him near Bunker Hill after ages of looking.

Getting Smiling Larry is a pain. Half the time, it feels like he doesn't even exist. Focus on building up your settlements and cross your fingers. Good luck!

To snag Smiling Larry for your settlement, you gotta make sure you've got at least 30 settlers across your wasteland real estate empire. Once you've got that crowd, Larry might show up if you stroll around the Commonwealth. Remember, he's a wandering merchant, so you won't find him sitting in one spot. When you do bump into him, just chat him up and invite him to your settlement. Just make sure you've got a level 3 weapons emporium waiting for him, or he won't join.
