Sometimes the PS3 doesn鈥檛 automatically detect the right settings. Go into Settings > Sound Settings > Audio Output Settings and manually select the type of connection and output format you鈥檙e using.
Honestly, just make sure you鈥檝e got the TV volume up and cables connected properly. Sometimes it's the simplest stuff.
I had this same issue! Had to go into the Sound Settings and change the Audio Multi-Output to 'On' for it to work with my speaker system.
