First off, you gotta dive deep and defeat some spooky ghosts! Nah, just kidding. To get Specter Bars in Terraria, you need to mine Ectoplasm and Chlorophyte Ore. Ectoplasm drops from Dungeon Spirits, which appear after you defeat Plantera in the Dungeon. Chlorophyte Ore can be found in the Underground Jungle. Once you've got both, use a Mythril or Orichalcum Anvil to craft those shiny Specter Bars.

Specter Bars? Easy peasy. Mine Chlorophyte Ore in the Underground Jungle and grab Ectoplasm from Dungeon Spirits after beating Plantera. Then, mix 'em at a Mythril or Orichalcum Anvil. Done.
