You can get Splinters by completing specific bounties on Cetus or Fortuna. Check the bounty rewards for the item!

In my experience, the easiest way to get Splinters is by doing Void Fissure missions. They drop often enough if you focus on them.

Honestly, spend your time doing Arbitrations. The reward pool there has Splinters and a bunch of other cool stuff. Efficiency FTW!
