To unlock stage select in Sonic Mania for the Switch, you need to complete the 'No Save' mode. Press 'Y' on the main menu to enter 'No Save', then press 'Up', 'Up', 'Down', 'Down', 'Up', 'Up', 'Up', 'Up' on the D-Pad. If you hear a ring chime, you did it right!

I just held down all the shoulder buttons and pressed start while in 'No Save' mode and it worked for me. Just go for it!
