You gotta join the Level Up Program first by creating a Gaming Creator page and streaming for at least 4 hours in the past 14 days.
To get Facebook Stars, you need to set up a Gaming Creator Page and meet the Level Up Program requirements. Once you're in the program, fans can send you stars during your live streams!
First-hand experience here: I started streaming on Facebook Gaming, joined the Level Up Program, and my viewers started sending stars once I hit the milestones.
