To snag a Steam Deck profile theme, you just have to navigate to your profile settings on the Steam client or website. I actually managed to change my profile theme to a Steam Deck-inspired one by checking the theme options in my profile settings. Steam had just rolled out new themes, and I was lucky to snag it with some Steam Points I had on hand. Definitely makes my profile stand out more!
