All you gotta do is disable it from Task Manager. Hit Ctrl+Shift+Esc, go to the Startup tab, find Steam, and click 'Disable'. Restart your computer and viola, no more Steam popping up.

Easy peasy lemon squeezy! Just open up Steam, click on 'Steam' in the top left corner, then go to 'Settings'. Click on the 'Interface' tab and uncheck the option that says 'Run Steam when my computer starts'. Boom. Done. Steam won't bother you on startup anymore.

Honestly, why would you want to? Having Steam ready at computer startup is the best way to dive straight into gaming. But hey, to each their own. Just follow the steps in the other answers if you're set on it.
