Try using advanced drills in the Glass Desert and the Moss Blanket. I've found a few strange diamonds with them there after a bit of patience.

Strange diamonds are found in the Indigo Quarry and Ancient Ruins. Just make sure to bring a good drill, preferably advanced ones, and keep your fingers crossed for some sparkle!

You might have better luck getting them by drilling rock formations in the Indigo Quarry or Ancient Ruins. I found one there after a while of breaking rocks.
