To get sugarcane in Animal Crossing, you gotta hop on a Dodo Airlines flight to a Mystery Island! These islands sometimes have sugarcane plants you can dig up. Just make sure you've got a shovel with you. Once you find sugarcane, plant it on your island, and voila! You'll have your very own sugarcane supply.

Leif sometimes sells them! Keep an eye out when he visits your island. His shop might just have sugarcane starts for sale. It's a bit of a waiting game, but totally worth it for those sweet, sweet sugarcanes.
