Sorry to break it to you, but there's really no legal way to get Super Smash Bros 3DS DLC for free. You can keep an eye out for any special promotions or discounts Nintendo might offer from time to time, but make sure to always stay safe and avoid any shady sites!
I've been playing for years, and sadly, there's no legitimate way to score free DLC for Super Smash Bros on 3DS. Best bet is to save up for those awesome characters!
