Rescue missions always work for me! Just follow the radio prompts and bring them safely back to your base.
Honestly, just wander around and check every building. I鈥檝e stumbled upon groups of survivors just hiding out, waiting for a hero!
Best tip: complete missions for enclaves. Sometimes they'll join up if you complete enough tasks for them.
You might get new survivors by building a good reputation and trading with other groups. Help them with their issues, and they might want to move in with you.
