How to get the Tax Collector in Terraria
I tried like a dozen times before realizing I actually needed to have a free house for the Tax Collector to move into. Make sure you've got that sorted before you head to the Underworld to find the Tortured Soul. Also, don't forget the Purification Powder. It's kinda essential.

Oh, you want the Tax Collector to start earning you some coins, huh? Well, you gotta head down to the Underworld and find a Tortured Soul. This poor guy is just wandering around waiting for someone with a heart of gold to throw Purification Powder on him. You can buy the powder from the Dryad. Once you sprinkle that magic dust, bam! He turns into the Tax Collector. Just make sure you've got a suitable house for him to move into back on the surface!
Honestly, I don't get the fuss about the Tax Collector. Sure, free money sounds great, but he's such a grump. I almost prefer not having him around.
