Oh, the joy of bureaucracy even in video games! To get the Tax Collector in Terraria, you gotta go to the Underworld and find a Tortured Soul. This poor dude wanders around looking all miserable. What you gotta do is throw some Purification Powder on him, which you can buy from the Dryad. Once he's hit with that fairy dust, boom! He transforms into the Tax Collector. Now, he'll head back to your base, provided you've got proper housing for him. Then, get ready to collect those sweet, sweet taxes!

IDK why you'd want a Tax Collector haunting your world but hey, to each their own. Just remember, he's more useful than you think, giving you coins based on how many NPCs you've housed. Handy, but kinda creepy if you ask me.
