IDK why you'd need a teleporter. The park's all about exploring, right?
From my experience, you need to accomplish certain milestones or achievements in the game to unlock the teleporter. Check your progress under the achievements tab!
You can unlock teleporters by completing the 'Achievements' section in Theme Park Tycoon 2. Once you get the required achievement, teleporters become available for purchase in the build menu!
