You need a Terrafly and some Mysterious Dust. Evolve it at Level 18 and then use the dust to get Terrafly.

To get Terrafly, evolve a Terrafly can be obtained by evolving a Terrafly, evolved from a Terrafly, which evolves from a Kapoink at level 18 and then evolves again using the Mysterious Dust item.

In my experience, evolving a Terrafly is easier if you stock up on Mysterious Dust beforehand. It saves a lot of time.
